Okay, I'll play along
What you posted speaks to training, i.e. the coach shall have a plan in place to regularly communicate with (train) staff re: compliance with NCAA rules and regulations. It doesn't say a word about what exactly should be covered.
I feel confident Beamer (and now Fuente) provided plenty of training on compliance, reportable violations and the like. But like most things, you focus mostly on the areas of perceived highest risk. Communicating with recruits outside of approved windows, having players exceed practice limits and issues around social media likely come up all the time and so that's probably where the emphasis is.
Getting tipped off by disgruntled ex-employees the night before a game? I think we can all agree that's a pretty rare (unprecedented even) situation.
We are all arm-chair quarterbacks these days. I'm just saying my experience tells me there very little here to be genuinely worked up about.
