And why wasn't targeting called on the Duke player against Cunningham?


That was just as much a targeting call as Edmunds.

That was an attack on Cunningham in the neck or head area, and at that time, Cunningham was defenseless. Cunningham had given up on the play, and the defensive guy hit him anyway, up in the neck/head area.
