No, it's all about the schools that have fixed OOC rival games
FSU (vs. Florida), Clemson (vs. South Carolina), Georgia Tech (vs. UGA) and Louisville (vs. Kentucky) are already locked into one OOC game each year. If the ACC switches to a nine game conference schedule that only gives them room for two filler games (i.e. bought and paid for home games against weak opponents).
Throw in the years they play Notre Dame and it goes down to one.
