Go to 9 and count the ND games as conference games

It seems like counting the ND games as conference games might be a compromise that would allow CU, FSU, UofL and GT to get on board with the 9+1 model. This way, in the years each of the four play the Irish and their annual rivalry game vs an SEC opponent, they would only be locked into 10 games instead of 11.

Although ND would be ineligible for the ACC Championship game in such a setup, the games still would matter more for the full members. They would also need to alternate the number of ND-ACC games between 4 and 6 in order to make the scheduling work out, but this shouldn't be too big of an issue as it has been done previously.

The question is, is there is some NCAA rule against the ACC doing this?
