At least in Virginia the University is going to be located in a City or a County and in some cases a Town. VT is located in the Town of Blacksburg, as well as Montgomery County. A crime on campus could be investigated by VTPD, Blacksburg PD or the Montgomery Sheriff's Office. Generally the local jurisdictions will defer to VTPD unless assistance is requested but they have the authority to investigate and bring charges if they choose to do so.
