The information stated that a $25 refund would be issued following the 2/19/2016 deadline. Guess they need the money for another two weeks. You would think that it is much more of a hassle returning the $25 but I guess otherwise many might miss the deadline but still send in $25 less. Then the ticket office has to chase the $25.
