That they think he is a good contribution to their staff so they grabbed him off the market, and depending on who else is hired and etc., he will be assigned later. He may wind up as the OC since Houston's OC was hired by The Citadel. Or, if Houston brings someone else in as OC, he may coach the OL / TEs. Sounds to me like he's the first addition to the staff after the HC.
