Against a QB with Rodgers escapability, yes, it was a bad move.
The ball only had to go 40 yards. All Rodgers had to do was a buy another couple seconds and throw it up and let his receiver make the play against one or two defenders. Sure, easier said than done.
IMO, this would have been a better idea from the other 40, where Rodgers would have to throw 60 yards on the run (almost impossible) rather than 40 (almost any NFL QB can do that). Just because the Lions couldn't execute standard Hail Mary defense doesn't mean that they weren't in the right defense.
