on the ESPN app, not ESPN+. I've never used the service, but with these regional sports networks, I wouldn't be surprised if it still was.

Kind of like how Washington National games are blacked out for me when they come on MLB Network because they are available on MASN. I pay for MLB Network through a service, but they still get blacked out for the primary rights holder. I imagine this is the same thing for MASN and ESPN+
