I thought the 25 cap only applied to incoming freshmen (but maybe something has changed in the last year or so and I missed it?). And that 25 signee cap can be massaged a bit by having some players enroll in January 2021 (and possibly count against last years class), or postpone enrollment to January 2022 (and count against next years limit). Also there's the real possibility that someone that has signed doesn't end up enrolling for some reason (academic issue, goes to prep school instead, etc). In fact, some schools have signed 30+ recruits, but some of them don't end up enrolling. (Some unscrupulous schools can even sign 30+ recruits, then tell some they don't kids really need them after all).
