I can kind of see where they're coming from
So you're a football player in 2020. You had a decent season but you aren't playing in a top tier bowl. So to play in a bowl of even lesser importance than usual you have to continue with the school's COVID protocol for athletes until your bowl game. How many days or weeks of swabs up the nose is that?
The game will then be played in an empty stadium at a neutral site or one with a trivial number of fans in attendance. The vast majority of your fans can't be there to cheer you on. You can't (and shouldn't) really do much in the host city you're visiting because of the pandemic.
I would let the players decide and back whatever decision they make.
