Contact tracing by definition involves identifying people that were exposed
So I'm not sure how you could say a player is "out even if he wasn't exposed". He was exposed, he simply might not be infected. And the caveat there is... infected "yet". The long incubation period means there can be several days (5+) between exposure and infection and that's what the contact tracing is trying to address. That's also probably why we're seeing some guys in the secondary test positive late last week and others early this week.
