I'm not clear on the deal with Consecutive Years

If you go with Full Refund, does that mean:

1) Your # of Consecutive Years is effectively frozen --- you won't get Points for 2020, but you'd just maintain your current number (and could resume in 2021)
2) Back to zero. So if you've got 23 years of Consec, and get a Full Refund in 2020, your new number is zero Consec Years.

Back to zero seems harsh --- but admittedly, a good way for VT to keep the $$$ around.
