One of the main events I would think that would fuel this need for more manpower would be the future plans for an Invasion of Europe scheduled for sometime in 1944. In addition, we needed the extra manpower to complete all the Island hopping we were doing in the Pacific. I can't imagine us fighting a war on two fronts today.
