Not that simple. You engaging in more risky behavior doesn't mean only
more risk for you but rather more risk for anyone around you. Riding a motorcycle without a helmet is risky... but only for the person who chooses not to wear a helmet. Smoking in public though is risky not just for the smoker but everyone around the smoker. So the idea that people should do whatever they want is flawed in this case because your actions can have a direct impact on my health.
