but if they are all on a bus, that doesn't seem any different than a charter flight. I expect the real reason is that mostly local games reduce travel costs. Schedules will revolve around that goal, not risk reduction.

Everybody knows the risks to these athletes is nearly nonexistent. ADs want to appear to be doing something so that they can say that they are taking "all necessary precautions" or somesuch.
