That's a good question and I am not sure anyone has a good answer
Hence why the SCOTUS ruling becomes even more fascinating. The European country probably should contribute as well. However, international law is an entirely different ballgame. A person would have to file a claim with the World Court which is located in The Hague. Then the World Court would have to rule in that person's favor. Finally the country who lost the litigation would have to agree to honor the World Court's ruling and pay the amount. Basically the World Court is all bark and no bite (aka no real authority). I want to say that the US has been on the losing end in a couple litigations held at the World Court and I am pretty sure the US has never paid a dime. Unfortunately, the ruling would essentially be a symbolic one.
