The rules are kind of tricky and might have allowed that situation...
I vaguely remember Swindle, but don't remember if he was on scholarship or a walk-on. Did find a roster on TSL that highlighted walkons with an asterisk, and he didn't have one, for what that's worth.
Based on the article I'm linking below, you can "retire" on scholarship without it counting toward your school's limit. But there are rules:
- this waiver requires that you are expected to never again compete
- your eligibility *can* be reinstated
- if you are reinstated at the same school where you "retired", you will count against the scholarship limit for all years (including retroactively)
- if you are reinstated at a different school, there is apparently no such rule
