I'd say because our knowledge of this virus is still very much incomplete.

We have the H1N1 numbers from hindsight. And the regular flu has been around for years. Our knowledge of those things is 100% complete.

But the data of this virus is still incomplete. In fact, it's not even close to being complete. In hindsight, perhaps we'll look back and say that it wasn't as bad as it seemed. Or, perhaps it will be worse. But we don't know right now, which is why people are scared.
