school's softball wasn't employed by the school system. My dad, who spent his entire career in education (teacher, administrator, central office) told me it was strictly enforced in VA for the 2 revenue sports (basketball and football), but somewhat relaxed for the other sports. He has been retired since the early 2000s, so I guess a lot could have changed sense then.
