1) Revise the targeting penalty. WAY to much time for reviews, and the suspension part needs to be reviewed. Some hits are just the nature of how a person is tackling vs. intent, and others are malicious in nature.
2) Hire full time refs, and make them consistent. This year was a differently ruled game every time a team of refs took the field.
3) Adopt new policies for pass interference. Make it consistent.
4) Provide consistency in holding calls (literally, this could be called on every play of the game).
5) Coaches who stay in the ear of the ref, need to be treated just like players on the field (penalties for unsportsmanlike conduct). They are not there to be friends, but to judge what is legal on the field and officiate fairly across the board.

I understand and promote safety. The game just needs to be equal for all, and refs should call it that way. The refs are doing the best they can, within the context of the rules, so training and better rules will help.
