DONT mention you, me, or steps, or my definition or yours.

The rule is simple, enough time in real time/in game speed (not slow motion) to make a willfull or impactful football act which is defined as the ability to avoid the defender (juking him, turning up field, etc) or the ability to hand or pitch the ball to a fellow player.

In real-time in game speed, he didn't make an impactful/willfull act or simply put, a football move. This is the rule, not "my definition." The 3 steps which occurred in a split second we're not his impact. It wasn't a willfull football move on behalf of the WR. The 3 steps were bang bang a split second and going backwards as the defender was pushing him.
