The rep is full of bs
We have cox internet....never exceeded data/bandwidth limits and all we do is stream. Cut the cord 4 years ago and have never looked back.
Also we pay $75/month. Not sure which tier that is, or if we are grandfathered in to a special rate (when we signed up), but its by no means the top tier...and no problems streaming online movies/tv, while other family members surf the web, etc.
Cable companies know the their time is up and are scrambling to retain customers as the business model changes.
