You do not have to state it as a "FOIA request." It IS a FOIA request by nature and status. Any request that meets FOIA criteria is handled and provided as FOIA - with its limitations, also. We responded to many such requests, including forwarding e-mails and documents; both hard copy and digital. Usually the request was vague enough or not specific (usually intentional) in order to invoke the "dazzle with brilliance or baffle with [bovine excrement]" rule.
