FWIW amateur boxing still requires participants to wear headgear


I believe there are a few colleges that sponsor the sport and it appears participants are allowed to punch their opponent's head. I believe there are a few private HS out there (not sure about public HS) that sponsor the sport. I would assume the head is fair game for them as well.
