No, I said that the schools make the rules via various NCAA Committees


and the schools enforce the rules under the same and sometimes different NCAA Committees. Remember each NCAA Committee and Subcommittee is made up members, who are representatives from 1 of the DI schools (aka members). Basically the NCAA Committee/Subcommittee portion was structured very similarly to either the House or Representatives or the Senate (take your pick here). So when you are talking about the people directly employed by the NCAA and have no direct affiliation (aka representative) of a school, then that is a smaller percentage than the people who make up the Committee/Subcommittee portion.

I don't disagree that having former collegiate officials on the NCAA payroll can be a problem. However, I am not sure you can find someone to fill all the roles and responsibilities on the NCAA Admin side (aka not the Committee/Subcommittee side) who doesn't have a college degree from 1 or more than 1 school that is a member of the NCAA (either I, II, or III).
