Where things could get really messy is with the non-revenue sports
For some sports (i.e. ice hockey, water polo, maybe tennis, rowing, etc.), the power conference schools are in the minority when it comes to sponsoring a particular sport. Even if the new association allows non-power conference schools to join in those sports, the NCAA may forbid those schools from joining the new association. The NCAA may even forbid from scheduling OOC games against schools in the new association. Personally, I don't think a school would risk getting kicked out of the NCAA just so it can have a handful of non-revenue sports participate in the new association.
