FWIW I believe the Division I Committee for Legislative Relief


is the NCAA body responsible for granting/denying hardship waivers to student-athletes. I am not sure if the decision has to be unanimous or a majority decision, but you may find it interesting to see who is currently on the Committee for Legislative Relief now.

The reason I bring it up is because 2 current members are from power conferences. 1 of those members you should find most interesting (here is a hint: 3rd name from the top). If the P5s did decide to form their own association, then don't be surprised if the new association has the same or very similar structure as the NCAA does now. Also, I would not automatically assume that any decisions handed out by the new association will be greatly different or less inconsistent than the decisions currently handed out by the NCAA now.
