I cannot recall what the rule was when I was reffing hi school and it's


very possible it's different these days.
Obviously the elevation a pad and tee provides helps the kicker. Getting height when the ball is placed on the ground takes more skill. Throw in the timing necessary on field goals and it's easy to see why some kickers can't make the jump from hi school to college.
