Can't serve to an intoxicated person.
Which pretty much means every man after 2-3 drinks, and every woman after 1-2 drinks.
If truly enforced, almost every bar/venue would need to close @ 11pm on Saturday nights.
Silly law, since "observably affect" is entirely subjective. Some people (and some bartenders) are more perceptive than others. And what if you're not an expert on muscular movement? "Sorry sir, but as you walked to the bar, I noticed your gait has changed since your first arrived. Therefore, I can't serve you another Sam Adams."

It is the responsibility of ABC licensees not to sell alcoholic beverages to an intoxicated person. Sale of alcohol to an intoxicated individual may result in a criminal summons for the individual seller and an administrative violation against the license.
“Intoxicated” means a condition in which a person has drunk enough alcoholic beverages to observably affect his or her manner, disposition, speech, muscular movement, general appearance or behavior.
