UNC and NCSU were under restrictions disallowing beer sales to the general public in stadiums. So it is not like NCSU unilaterally decided to do this; they had to wait for NCGA to pass law.

My understanding is that VA has a similar law. I've never been clear on how public universities have been able to skirt such laws by selling alcohol in club-levels. Has something to do with categorizing the club levels as privately owned areas of the stadium or something?

Regardless, if VT has ability to sell beer/wine in stadium, it should absolutely be doing so.
