If you mean will he have the financial support (yes), program recognition (not yet), ability to recruit (tbd), ability to identify and hire the right staff (tbd), and physical stamina to build a program (tbd but based on age vs Bennett when he was hired I would lean towards no) then adding all those things up and based on probability / mathematics I would say "signs point to no".
