I would judge that he had already kicked the ball when the jersey grab occurred... which means the jersey grab is only a foul if it is judged he gained an advantage by grabbing it... well considering he didnt get anywhere near the ball he didnt gain an advantage... so no foul... all an opinion based on judgment.

However there is nothing judgmental about the blown non call on the double dribble. Just a blown call.
