They try matching high seeded conference teams as late as possible
So for example
Our potential 5 seed would put us in the same 1/2 of a regional bracket as a 1 seed (i.e. sweet 16 matchup) and putting us in same bracket as a 4 seed (i.e. FSU), would match us in round of 32) where as putting us with a 2 seed (i.e. NC) wouldn't have us play until elite 8. Sofrom that evaluation we kind of get stuck with NC's bracket. NC gets moved out west since UVA and Duke get priorities as highest seeded 1 seeds.
At least I think that how it works.
