For OOC games, I believe the home team reimburses the visiting team for its travel expenses. However, I am not sure money changes hands for conference foes. At least it would explain why the the conferences place restrictions on conference games and not OOC games. I guess it is possible the conference only reimburses for a portion of the travel cost. It may even vary from conference to conference.
