Correct. If each team could only give 20 schollies to use extreme example


Then the top talent would have to find other schools right down to group of 5. At the other end, lets say teams could give out 100. Thats 15 more 4 and 5 stars the the Bamas of the world are going to sign.
So yes the lower the scholarship number the more the top talent gets spread out
