The corrupt organization known as the NCAA would never go for it. First there will be too much pressure and bribes from the blue bloods and ESPNs who do not want to see the Bamas of the world lose their advantage. Second there will be some PC sentiment that Johnny couldn't get to college because of the reduction in scholarship and the title IX reduction will have bad PC optics as well.
