Since 2005, the Atlantic Division top 3 teams for each year are as follows


2005: #23 FSU, #18 BC, and #21 Clemson
2006: #18 Wake, #20 BC, and UMD and Clemson tied for 3rd at 5-3
2007: #10 BC, #21 Clemson, and Wake
2008: BC, #21 FSU, and everyone else tied for 3rd at 4-4 (I think it is rare for everyone from the same division to finish at .500% or better in conference play and qualify for a bowl game)
2009: #24 Clemson, BC, and FSU
2010: #17 FSU, #23 UMD, and #25 NC State
2011: #22 Clemson, Wake, and #23 FSU
2012: #10 FSU, #11 Clemson, and NC State
2013: #1 FSU, #8 Clemson, and BC and Syracuse tied for 3rd at 4-4
2014: #5 FSU, #15 Clemson, and #24 L'ville
2015: #2 Clemson, #14 FSU, and L'ville
2016: #1 Clemson, #21 L'ville, and #8 FSU
2017: #4 Clemson, #23 NC State, and BC, L'ville, and Wake tied for 3rd at 4-4
2018: #1 Clemson, #15 Syracuse, and NC State

The order is based on conference standing and rankings from final poll after the bowl season. Keep in mind that even if VT had been placed in the Atlantic, there is a strong possibility that NC State would be in the Atlantic too to ensure the "Textile Bowl" (NC State's rivalry game against Clemson) would be played annually. If NC State and VT had swapped places, then it is possible NC State could have had the fewer, the same number, or more CCG appearances than VT currently has to date. For the record, I arbitrarily picked the Top 3 because perceptually everyone else was competing for 3rd place if Clemson and FSU were supposed to dominate the division.
