Yes, there is a difference in scholarship numbers, but still DI


DI-FBS = 85 scholarships
DI-FCS = 63 scholarships

FWIW the DI-FCS national champion is considered to be the NCAA's DI National Champion in football. So I am not sure how anyone can argue that the FCS subdivision is somehow not considered to be DI.
