Duncan faded into folklore when the TV series was cancelled
and everything wrapped up with the final movie which happened to still have other immortals living. The movie franchise was kinda screwed up from the get go because the first 2 or 3 movies with Christopher Lambert were essentially different versions of the same plot (how Connor was labelled to be the "One").
As far as Foster and maybe even Wiles is concern, is he or are they too old (too near to the end of their coaching career) to reinvent himself/themselves? It is possible he/they may be aware of flaws in either their system, coaching abilities, etc, but lack the desire to go back to the drawing board this late in the game. Likewise, he/they may lack the talent to really implement what he/they envision, so they are trying to make do with what is available. You are right that Foster and maybe even Wiles need to do a better job connecting with recruits when in their homes.
