Because as a strategy, they are (a) a symptom of a larger problem


and (b) don't work out at some fantastic rate more than HS kids. I can't recall if we have 4 or 5 inbound. But maybe 2 will "work out"

If it's no better than a HS-recruited kid, why not put yourself in a position to have a good balance of RS Jr & Sr who've been in the program a while, rather than a 1-2 year max project.
