I believe he's referring to Farafangana Airport in Madagascar...


...which has the airport abbreviation RVA. Why that is relevant here is not clear. As already pointed out by others, no one uses "RVA" to refer to the Richmond airport. "RVA" refers to the city/surrounding area of Richmond, VA.
