I think the tie ins (and the bowl alliance) came after the UVA debacle

When the Sugar Bowl tripped over its crank to give the (then) #1 Wahoos a bowl bid in the middle of the season only to see them drop to Not Even #1 in Virginia and unranked by the end. Was that 1990, 1991? I forget. But I recall that bowls were getting ludicrous in their invites, with the Sugar's extreme gun jumping being the straw that broke the back of that system.
