The NCAA will never exercise control, that's not going to change
The last time they did anything of note was more than 30 years ago when the killed SMU for blatant cheating as an example to scare more big-money programs into not cheating as noticeably.
Major college athletics is not an arena of exemplary ethics and playing fair, schools take advantage of whatever they can to win, everyone does it. The fact that UNC got caught and still gets away with it just proves nothing will ever be done, but the shoe selling suspension is peanuts compared to what they've gotten away with in recent years.
