You can't legislate away character qualities such as greed, deceit, lying
and cheating. I say let the kids sell their shoes if they want to, and then throw down the gauntlet on either them personally, a booster, agent, coach or school or the entire group. Tie cheating and getting caught into NBA eligibility. Punish them career-wise, and most would-be cheaters will fall in line real quick. Giving out a "scared straight" type of treatment wouldn't solve everything, but its a hell of a lot easier to implement and keep square for kids that are borderline cheaters. The heavy duty ones? Well, them along with their families were probably going to cheat anyways. And legislating a solution to them will continue to fall on deaf ears and actions.
