Define “on VT’s dime”.


If he lied about the nature of his trips and wasn’t actually recruiting, sure, I’d get that and stated as much. But it happened during his free time on a business trip there shouldn’t be an issue for VT. If having an affair on a business trip is fireable then there are going to be a lot of unemployed people.
