I think the one and done changes would make a significant dent in the
one and done problem.
Freshman ineligibility would offset the NBA's one year rule without a corresponding rule change by the NBA. There would be little reason for a lottery player to stick around for his soph season and risk injury. I doubt they would ever enroll in this case. I would still like to see players get 4 years to play if the NCAA goes in this direction.
The locked scholarships would be a big disincentive to signing potential one and dones. Think of a team like Duke or Kentucky which routinely send 3 or 4 players to the NBA as one and dones. Those programs would run out of scholarships if they didn't change their recruiting philosophy. I think a lot of teams would stop recruiting them altogether. If they go this direction they need to follow the football lead and let the NBA ready players go after completing 3 years in the program
