Even if he declared I dont think it wouldve been with any intent to leave

and actually enter the draft. You file the paperwork and declare yourself eligible, and as long as you don't hire an agent there's nothing to lose by going through the eval process and getting feedback from the NBA to use in preparation for NEXT year's draft.

It would not have been a mistake to declare himself eligible. It WOULD have been a huge mistake to hire an agent and actually leave.
