I think it could have the opposite effect. If I know that fouling is 1 and 1, I think it makes sense to foul more. I think that would lower the average points scored from a trip to the FT line. With 2, you can always miss the front end and then still make 1 but missing the front end of a 1 and 1 guarantees 0 points from a trip to the FT line. The only thing that may lower fouling is giving the fouled team the option to take the ball out of bounds instead of shoot FTs.
