There's a reason the system is so easily and repeatedly violated
That reason is that it's a poorly conceived system. It was designed during a time when major college athletics simply wasn't. Hell it was controversial even when scholarships were first offered to recruit athletes.
I-AA, D-II, D-III schools ... they're much closer to the amateur ideal. Good for them. But more or less from the point that Georgia decided to sue the NCAA over TV rights (1980?), major college football has BEEN semi-pro, in all but name.
